The Nixon Years: Richard Nixon came into office in 1969 and gradually reduced the American presence in Vietnam. In 1973, he negotiated the U.S. withdrawal from Vietnam, officially ending the war. By 1974, Saigon had fallen to Ho Chi Minh. While Nixon may have ended the Vietnam War, his actions while in office led American citizens to question his moral character. The Watergate Scandal, which showed that Nixon used illegal re-election tactics, ultimately led to the president's resignation.
